What is the correct position to assume when drinking from a water fountain?

I try to explain. My mother have a little 20 gallon water fountain. After fall and winter the leaves clog the filter. So, around Feb. I turn it off and then clean about, like today. So, there no Bubbling. When I cleaned it out today there a little frog in the water, cool, I think. But, I wonder if it was eating maybe mosquito larve? If, I turn the pump on and it spray, will the frog leave from the added turbulence? I think the pump would keep mosquitos away as they use stag water. So, am I removing a food source for the frog?

This is a fountain where the propane or natural gas is injected into the water and the fire itself burns just above the surface of the water after the bubbles of gas reach the air. I know they exist, but I can’t find any details. People describe the flame as "dancing" on the surface. And to be clear, I’m not looking for the kind where liquid fuel is poured into the surface … although those look interesting as well.

The word "fountain" may have been misleading. I’m envisioning a pool of water with a calm surface on which the flame dances. It may or may not flow over the edges of the pool to form the water fountain.
I always drink water from the wall mounted drinking water fountain at work. There is some white stuff on the nozzle of the water fountain. Is it harmful? Does anyone know what it could be?
The water does not come out uniformly. Part of the water touches the inner part of the nozzle.
